There are three federal government agencies working together to run the Canadian Shellfish Sanitation Program: Environment Canada, the Canadian Food Inspection Agency and Fisheries and Oceans Canada.
The Government of Canada currently manages shellfish harvesting pursuant to the following two regulations: Management of Contaminated Fisheries Regulations and Atlantic Fishery Regulations, 1985.
Besides closing shellfish harvesting areas for reasons of contamination, some fishing areas may also be closed at certain periods of the year for the purpose of stock conservation. These fishery closures are pursuant to Annex X.1 of the Atlantic Fishery Regulations, 1985 and may be modified by variation order.
